Kathleen M. Kelly is a partner in the law firm of Light | Kelly, P.C. She received her B.S.B.A. from the University of Phoenix in 1993 and her J.D. from the University of Denver College of Law in 1997. During law school, she worked as the Legal Research Associate with the Colorado Municipal League, and following graduation began a municipal practice with the firm Griffiths & Tanoue, now Light | Kelly, P.C.

Ms. Kelly’s practice is focused on representation of municipalities, and she serves as City or Town Attorney for Dacono, Haxtun, Keenesburg, and Kremmling, and she serves as special counsel to Castle Rock.

Ms. Kelly is the author of a number of publications by the Colorado Municipal League and the Colorado Intergovernmental Risk Sharing Agency on topics of interest to local governments, including public officials liability, open meetings and open records, liquor and beer licensing, and municipal sales and use taxes, and has authored the Municipal Law and Practice chapter in Colorado Methods of Practice by Thomson Reuters publishing since 1998.
