Samuel J. Light is a partner in the firm of Light | Kelly, P.C. He received his B.S. in journalism, magna cum laude, in 1988 from the University of Colorado at Boulder and his J.D. in 1992 from Lewis and Clark College in Portland, Oregon, with a Certificate in Natural Resources Law. Prior to joining the firm in 1996, Mr. Light practiced in Glenwood Springs, Colorado, where he practiced municipal, real estate, land use and water law on behalf of public and private clients. Since 1996, Mr. Light’s practiced has focused exclusively on representation of municipalities and other public entity clients. Mr. Light is City Attorney for the City of Louisville, Town Attorney for the Towns of Firestone, Bennett and Wiggins, and General Counsel to the Colorado Special Districts Property & Liability Pool and the Denver Regional Council of Governments.

Mr. Light has extensive experience in numerous areas of public entity law, including annexation, land use, urban renewal, intergovernmental agreements, public finance, public contracting, employment, elections, special districts, open records, open meetings and liquor licensing. His practice is focused on problem-solving and working with elected and appointed officials and employees to proactively address client matters in an efficient and cost-effective manner. Mr. Light has served as President of the Colorado Municipal League Attorneys Section and the Metro City Attorneys Association.

Publications and Seminars

Mr. Light is a frequent speaker and writer on municipal law and other topics of interest to local governments. He is the author of “An Introduction to Municipal Review of Metropolitan District Service Plans,” published in The Colorado Lawyer, April 2004, and co-author of the Colorado Intergovernmental Risk Sharing Agency’s “Public Officials Liability Handbook,” published in 2009. He has been a presenter at conferences of the Colorado Municipal League, municipal and county attorneys associations, and the Rocky Mountain Land Use Institute.
